POSITION CLOSES FEBRUARY 13, 2012

The Office of the Director (OD) of the National Institutes of Health (NIH) is seeking exceptional candidates for the position of Associate Director for Research on Women’s Health to provide leadership for advancing research on women’s health. The Associate Director for Research on Women’s Health (ADRWH) also serves as Director of the Office of Research on Women’s Health (ORWH) in the NIH Division of Program Coordination, Planning, and Strategic Initiatives. The Director, ORWH, provides leadership and direction, and manages the ORWH. This is a dual reporting position; as the Associate Director for Research on Women’s Health, the individual reports to the Director, NIH, and has trans-NIH responsibilities that are summarized below. As the Director, ORWH, the person reports to the Director, Division of Program Coordination, Planning, and Strategic Initiatives which is the organizational location for ORWH.

This position offers a unique and exciting opportunity for a leader to advance the NIH women’s health research strategic vision and mission. The Associate Director for Research on Women’s Health works collaboratively across the NIH, throughout the Federal Government, and with other key stakeholders and organizations to further the advancement of the ORWH’s mission and objectives. He/she serves as an ambassador and spokesperson for the ORWH and/or the NIH Director, communicating NIH’s position and incorporating the views/needs of key stakeholders on women’s health research plans and initiatives. The Associate Director also serves as a role model to the rest of the ORWH, and manages people and financial resources with integrity and fairness, while maintaining the NIH’s policies and priorities.

As the world’s largest medical research facility, NIH consists of 27 Institutes and Centers (ICs), including the Clinical Center, the Fogarty International Center, and the National Library of Medicine. NIH’s national program of health research and research training is currently funded at $31 billion for FY 2011. NIH has over 18,000 employees. The Office of Research on Women’s Health was established by the NIH Revitalization Act of 1993, Public Law 103-43, with a mandate to identify research projects and multidisciplinary research related to women’s health that should be conducted/supported by the NIH ICs; promote coordination and collaboration among the research institutes; recommend an agenda for women’s health research and the sufficient allocation of the resources of the research institutes; establish a coordinating committee, an advisory council, and a national data system and clearinghouse of research on women’s health; and determine the extent to which women are represented among NIH senior physicians and scientists and among extramural researchers receiving NIH funds.

The ADRWH provides advice and staff support to the Director, NIH, and serves as the central focal point for establishing NIH-wide goals for research related to women’s health and for coordinating the direction of, and activities undertaken in, performing such research. As ADRWH, the incumbent has responsibility for coordinating the development of NIH policies, goals, and objectives and serving as a channel of communication within the intramural and extramural community, with organizations interested in women’s health, with other Federal agencies, with the PHS Coordinating Committee on Women’s Health Issues, and with the media in regard to research on women’s health. Specifically, the ADRWH is responsible for: (1) strengthening and enhancing research related to diseases, disorders, and conditions that affect women and for ensuring that research conducted and supported by NIH adequately addresses issues regarding women’s health; (2) ensuring that women are appropriately represented in biomedical and behavioral research studies supported by the NIH; (3) developing opportunities and supporting initiatives for recruitment, retention, re-entry, and advancement of women in biomedical careers; 4) coordinating overall policies related to women’s health issues; and (5) serving as liaison with a wide variety of groups and organizations, in particular the extramural and intramural scientific communities, organizations interested in women’s health, other Federal agencies, and the media.
Desired Skills & Experience

Required Qualifications

Applicants must possess an M.D. and/or Ph.D. or equivalent doctorate degree in the biomedical sciences, plus senior-level scientific experience and broad knowledge in a field relevant to women’s health research. Candidates should have demonstrated leadership and broad vision in women’s health research. Applicants should have demonstrated leadership in dealing with different stakeholder groups within the research community, planning and assessing programs, developing plans to resolve operational problems and issues, and managing financial and human resources. Applicants should be known and respected within their profession, both nationally and internationally as individuals of outstanding scientific competence. Also required are well-honed administrative and interpersonal skills to meet the demands of leading a dynamic organization, and the ability of managing financial and human resources including building, motivating, and maintaining a culturally diverse staff.

Salary/Benefits

The Director, ORWH, will be appointed at a salary commensurate with his/her qualifications. Full Federal benefits will be provided including leave, health and life insurance, long-term care insurance, retirement, and savings plan (401k equivalent).

When I capitalized and built KABN radio in Big Lake – one prospective manager tried to hide a bankruptcy on his record. The good news is anyone can repent any sin and be forgiven by God – without the need to confess. But in a business situation, especially with the FCC involved, it is essential to disclose a matter like a bankruptcy. The prospective manager was not hired. Had he been more forthcoming at the outset, he might have been. 

I have been so busy working as an unpaid, unofficial volunteer serving God, country, and family in that order – my own credit history has some hospital bills which fell through the cracks and were late being paid, and what else, but I’ve never been bankrupt, or defaulted on any major debt, as far as I know. 

If medical bills were presented in full at the time the patient left the doctor’s office of hospital, perhaps MEDICARE and MEDICAID waste, fraud, and abuse would be reduced by eliminating the padding which creeps in via the long, slow, byzantine system now in place.

Yet while boarding a plane in Florida about four years ago I was told I DID have a criminal record for being arrested in front of the White House (but the data base did not state the charges were later dropped). There are other arrests on my record from a few times when I confronted bad cops [sound (ext.)] verbally – never physically, like challenging US Capitol Police officer Centrino with the “f-word” about the biologic hazard of the uncovered trash can right next to the line everyone is required to stand in to enter the U.S. Senate north door, but I’ve never spent more than one night in jail on any occasion, and I’m not ashamed of anything I did [Thank you] – like questioning why people must give their age to buy a cell phone when we all know, “It’s not polite to ask a lady her age,” Further details about my adventures can be provided if necessary. There is one known case of identity theft in Modesto, CA I learned about when entering Canada about eight years ago, but I have traveled to Indonesia, Saudi Arabia, and the mid point of all qibla in the Polynesian islands in the first half of this past decade 2000 – 2010 without being challenged in any way, and I look forward to continuing to put my experience** participating at so many different levels of society to use in writing and executing legislation to solve problems I know about first hand. Hugh Marston “Hef” Hefner (born April 9, 1926) is an American magazine publisher, founder and Chief Creative Officer of Playboy Enterprises.[1]

Early life
Hefner was born in Chicago, Illinois, the elder of two sons born to Grace Caroline (née Swanson; 1895–1997) and Glenn Lucius Hefner (1896–1976), both teachers.[2][3] Hefner’s mother was of Swedish descent and his father had German and English ancestry.[4][5] On his father’s side, Hefner is a direct descendant of Plymouth governor William Bradford.[6][7] He has described his family as “conservative, Midwest, Methodist.”[8] He went to Sayre Elementary School and Steinmetz High School, then served as a writer for a military newspaper in the U.S. Army from 1944 to 1946. He later graduated from the University of Illinois at Urbana Champaign with a B.A. in psychology with a double minor in creative writing and art in 1949, earning his degree in two and a half years. After graduation, he took a semester of graduate courses in sociology at Northwestern University but dropped out soon after.[9]
